Job Title: Safety Officer

The Position
  • The Safety Officer serves as the focal person for staff safety and security in the office and in field locations.
  • Supports the preparation of field travel authorisations and maintenance of staff information.
  • Works within the safety procedures of DRC, municipal policies and procedures and in compliance with all national acts and legislation.
  • The safety Officer will support the Area Manager in managing staff safety and security in Mubi.
Overall Purpose of the Role
  • The role is responsible for supporting the day to day oversight of DRC staff movements and ensuring that key information relevant to staff safety and security is disseminated. Advisories, Alerts and Reports to disseminate to all staff. Administrative and Safety operational tasks that support the day to day running of the Safety Unit’s Operations.
  • The Safety Officer will maintain a high level of contextual awareness and strong coordination with Program and Program support teams at the field level.
  • The Safety Officer will report directly to the Area Manger with Technical support from Safety Coordinator and will be an integral part of DRC’s Safety Unit.
Responsibilities
Staff movement oversight and support:
  • Travel Security Clearances: Prior to any movement complete all security briefings for staff traveling to high risk field locations.
  • Ensure that established movement tracking protocols are adhered to by both the Safety Unit and all DRC staff.
  • Field movement tracking: Coordinate with logistics staff when directed to support Field level movement oversight and support.
  • Ensure that appropriate access controls are in place for all DRC facilities
  • Conduct site assessments and advise on mitigation measures, as required
Security incidents and data management:
  • SMS Advisories: Draft and disseminate as required SMS alert advisories for DRC staff in the Safety Forum Whatsapp group when relevant and significant security incidents occur or elevated threat levels are reported
  • Email Advisories: Draft and disseminate detailed Email advisories for DRC staff when relevant and significant security incidents occur or elevated threat levels are reported.
Administrative and Operational support:
  • Guard force management: Management of the guard force through ensuring standards of readiness are maintained, guard protocols adhered to and coordination with the guard force supervisors is routinely conducted.
  • Ensure that guard payments and other administrative matters that have a direct impact on guard force readiness are completed in a timely manner.
  • Ensuring that the contracted guard force maintains a high standard of guarding for all DRC offices and residences, and when required take corrective action in coordination with the Guard force management
  • Asset management: Maintain the Safety Unit’s current asset register and oversight on all assets that are both utilized and stored (Thuraya phones, radio, etc).Coordinate with the DRC Logistics and Procurement department to ensure that the overall DRC asset register reflects the Safety Unit’s current asset register.
  • Daily-Weekly and Monthly Security Briefing: Responsible for compiling daily, weekly and monthly report for Safety Unit.
  • Staff briefings: Provide DRC staff with current contextual briefings.
Support to International Visitors:
  • Visitor arrival packet compilation: Compile a current visitor arrival packet as directed. Responsible for maintaining the international visitor orientation record.
  • Visitor briefings and orientation: Conducting visitor briefings and orientation on DRC safety systems, and briefing on emergency procedures, and safe rooms etc.
  • Carry out any additional responsibilities and tasks as assigned by Safety Coordinator.
Key Requirements
  • Bachelor's Degree in a field related to humanitarian work or risk management
  • 3 years of working experience with NGOs, other international agencies or multinational business
  • Proven ability to prioritize tasks and meet deadlines
  • Stable, moral and robust character and a good team-player
  • Excellent communication skills, calm and a good sense of humour
  • Proven commitment to accountability practices
  • Strong information technology skills.
Desirable:

Overall Purpose of the Role

  • The Area Manager is responsible for the coordination, management, development and representation of DRC programming in Borno State - Nigeria.
  • The role is a key position for DRC Borno and Yobe State. The position is a full member of the extended senior management team.
  • S/he is expected to be able to work independently under the authority delegated by the Country Director, bring solid management and leadership skills to the job, and the ability to engage and represent DRC with local authorities and other stakeholders.
  • The post will be based in Maiduguri - Borno State - with frequent and extended trips to Damaturu. ideally 80% Maiduguri and 20% Damaturu.
  • The Area Manager is also expected to travel to the deep field offices that includes Mafa, Ngala and Bama - occasionally.
Key Responsibilities
  • Management: Provide, coordination and integration, together with the HoPs DRC, DDG and other senior staff, of DRC activities in the area including, but not limited, to protection, emergency response, food security and WASH;
  • Representation: Act as the main DRC representative in the Borno and Yobe States and attend all relevant forums/meetings including active participation in the Humanitarian Regional Team (HRT) with the objective to strengthen DRC's position in the area; as well as Develop, implement and regularly revise a DRC engagement strategy and acceptance in the area;
  • Safety and Security: Ensure adherence to security procedures and monitoring developments in the security situation;
  • Finance and Administration: Provide budget monitoring of assigned budgets, financial control in compliance with DRC country office requirements and as per the Operations Handbook;
  • Reporting: Ensure compliance with internal reporting requirements and participate in the DRC internal coordination mechanisms as required.
  • Accountability: Guided by the DRC Programme Handbook, continuously monitor and suggest relevant accountability initiatives in the field as well as strengthen the effort to document the impact of DRC activities in the area.
Requirements

Background
Since 2009, violent attacks on civilians by the armed group Boko Haram have left widespread devastation in northeast Nigeria. At least 17,000 people have been killed and approximately two million people are displaced within Nigeria. More than 14 million people in northeast Nigeria today are affected by the crisis caused by Boko Haram. Out of these, seven million people are in need of humanitarian assistance. Around 92 per cent of displaced people reside in either informal settlements or with low-income host communities, creating a strain on already limited resources. The remaining 8 per cent live in more formalised camps. NRC has been in Nigeria since 2015.

Purpose

  • The purpose of the Advocacy Manager position is to ensure the implementation of advocacy activities in Nigeria.
  • The position is based in Abuja with 50% travels to Maiduguri and Northern Nigeria
About the Role
  • The Advocay Manager reports to the Country Director and is advised by the Regional Communication and Advocacy Specialist
  • The Advocacy Manager provides overall leadership, management and strategic direction to NRC’s policy and advocacy work in Nigeria.
  • S/he is responsible for identifying priority protection concerns for advocacy, strengthening the incorporation of advocacy into all aspects of NRC’s activities and guiding NRC’s advocacy messaging to promote an improved in collaboration with the Protection coordinator protection and humanitarian response environment in Nigeria.
Duties and Responsibilities
Generic Responsibilities:
  • Identify and coordinate NRC’s advocacy response to prioritised issues both within the country and internationally
  • Develop and implement country-specific advocacy strategy, aligned to overall country strategy and support the development of the advocacy part of program strategies.
  • Ensure advocacy coherence and reinforce effective synergies between programmes and advocacy by working closely with programme staff to integrate advocacy into programme planning and implementation.

Job Title: Project Officer

Location:
 Based in Maiduguri with regular visits to all our field location in Nigeria
Reporting to: Project Manager

General Purpose of the Position
  • Under the supervision of the Project Manager, the project officer will provide professional technical advice on project design, planning, administration, monitoring and evaluation of the project activities, data analysis and progress reporting, and enhancing teamwork and capacity building in order to ensure the delivery of quality aid to beneficiaries and their communities.
Responsibilities
Program:
  • In coordination with the project manager, prepares, manages and regularly updates the project activities work plan, ensuring timely and quality implementation in compliance with the defined project strategy as well as INTERSOS and donor guidelines.
  • Attends regular meetings with team leads / field staff to discuss programme progress, take corrective measures as required and develop action plans.
  • Actively participates along-with other project leads in coordination meetings, if requested
  • Participates in the development of relevant activities, including monitoring, assessment
  • Supervises field activities and movements of staff
Administration:
  • Supervises the payment of volunteers and other support staff
  • Supports the PM during the recruitment process
  • Monitors the fields staff pending aging and liaises with them to close the pending in accordance to the specified maximum aging in INTERSOS Control Model
  • Collects and checks field financial documents (invoices, receipts, attendance sheets, etc) and supply them to Maiduguri finance office.
MEAL:
  • Provides support to MEAL team as they conduct assessments of community needs, by providing input into the assessment, arranging the logistics of the visit, and analysing the assessment results
  • Provides input in development of intervention strategies and budgets taking in consideration community needs, cultural and environmental appropriateness, and feasibility.
  • Contributes in weekly, monthly, and quarterly narrative reports on field interventions
Qualifications and Skills
  • Minimum of B.Sc/HND in Project Management, Engineering, Economics or related field from a recognized higher institution
  • A Certifications in Project management is desirable.
  • Minimum 3 years project management experience in multinational working environment
  • Minimum 2 year experience with recognized INGO
  • Knowledge of Project Cycle Management
  • Cultural sensitivity and adaptability
  • Strong communication skills with ability to express ideas and concepts clearly and persuasively with senior members of the humanitarian community as well as with field practitioners.
  • Excellent networking skills.
  • High degree of negotiation and persuasion skills.
  • Ability to work with a reasonable level of comfort in high tension and high security risk situations.
  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardships.
  • Understands work from a process point of view and uses measurement and accountability systems effectively.
  • Demonstrates openness and transparency
  • Knowledge of NGO and Humanitarian industry
  • Experience in networking and coordination with NGOs, UN and authorities
  • Computer literacy (MS Excel, MS Word)
  • Good organizational skillsAbility and willingness to travel between across locations of implementation within LGA

Background

  • One Acre Fund supplies smallholder farmers with the agricultural services they need to make their farms more productive. We provide quality farm supplies on credit, delivered within walking distance of farmers’ homes, and agricultural training to improve harvests. We measure our success by our ability to make farmers more prosperous: On average, farmers increase profits by 50 percent on the activities we support.
  • We are growing quickly. We serve more than 950,000 farm families in Eastern and Southern Africa, with more than 7,500 full-time staff, and we aim to serve 1,250,000 farm families in 2020.
The Roles
  • One Acre Fund is growing quickly, and we plan to at least triple our farmer impact in the next five years. This offers Program Associates a powerful career opportunity: learn from a successful field operation, contribute to aggressive growth, and make improvements to our program.
  • We are looking for Program Associates for a variety of teams within One Acre Fund, including:
Operations:
  • Our country operation teams face the classic management challenge: how to keep a large country operation growing at 30-60% per year while also making improvements to our operating model. Program Associates learn from our organization’s deep knowledge on scaling rural field programs; then, they are challenged to find new ways to stretch, grow faster, and increase our quality of service.
  • Field operations staff focus on farmer-facing services. Staff help to develop and manage performance of 500-3,000 field staff. Some roles are more general; others specialize in important moments like new site expansion, enrollment, and repayment.
  • Support operations staff create the infrastructure for growth. These teams might operate and improve our deliveries to thousands of drop sites; enable mobile money integration in a country; or improve the flow of tens of millions of SMS and phone calls with farmers.
Innovations:
  • Our Innovation teams discover new ideas for our programs and conduct dozens of trials to test these ideas.
  • Product Innovations staff improve our core agricultural products or run new experiments in energy and health products. For example, our Product Innovations team is investigating delivery of live chickens and preparing the product for full-scale roll out.
  • Program Design staff improve our core operating model. They test program model changes and analyze the resulting impact on customer satisfaction. Changes can include small shifts such as changing our loan structure, to more radical shifts like opening physical shops.
Daily, all roles involve a mix of activities:
  • Understanding and solving problems: observing field operations, meeting with leaders of our field staff , running surveys, conducting desk research, analyzing performance indicators, etc. Then creating simple and lasting solutions to complex problems.
  • Planning and executing large projects: identifying clear goals, creating project calendars, designing workflows, creating field tools and talking points, designing incentive systems, building buy-in across hundreds of staff, following up and monitoring project execution in the field, etc.
  • Building teams: hiring staff using One Acre Fund’s unique “experiential hiring” system, mentoring deputies, and steadily handing off responsibility to your team as you build it.
  • Communicating with other teams: working together with One Acre Fund’s other teams on the ground to provide a smooth customer experience in the simplest way possible.
  • One Acre Fund has deep operational experience running rural field programs at scale. Program Associates benefit from the large size and experience of One Acre Fund, building skills through immersion in our operating environment. At the same time, Program Associates also serve on a small team-within-a-team, with autonomy to deliver results and improve operations.

Job Descriptions
  • The USAID/Nigeria's Northern Education Initiative Plus, being implemented by Creative Associates and EDC, works to improve the quality of and access to education in Nigeria's Northern States.
  • The Sokoto State Reading Officer will provides overall technical oversight and guidance to the project’s support to improved reading instruction. T
  • his position is based in Sokoto, Nigeria, and will report to the Sokoto Team Leader.
Primary Responsibilities
  • Supervise the production of all NEI+-supported reading material, all NEI+-supported trainings in reading, all teacher and classroom supervision and monitoring and all student testing efforts
  • Ensure complementarity of activity approaches in reading across the three NEI+ activity states, liaises with government representatives and technicians on technical matters, and bears ultimate responsibility for ensuring that children in NEI+ public, and NFLC schools achieve improved outcomes in reading
  • Work directly with the Hausa and English language experts
Education
  • The candidate must have a Master's Degree in the Social Sciences or related field.
Skills and Experience:
  • Candidates for this position must have at least 8 years of experience in programs in sub-Saharan Africa that work specifically to improve early grade reading.
  • Candidates must demonstrate prior experience with the development of early grade reading materials, training programs, classroom monitoring protocols, and tests and assessments, including EGRA.
  • In addition, prior experience with supporting civil society based monitoring of reading outcomes is required.
  • Candidates must be professionally proficient and fluent in written and spoken English. It is preferred, but not required, that the candidate be conversant and fluent in written Hausa.
